　　The report of the 19th National Congress of the Communist Party of China pointed out that China’s economy has changed from a high-speed growth stage to a high-quality development stage, and it is in the key period of changing the development mode, optimizing the economic structure and transforming the growth momentum. Building a modern economic system is an urgent requirement for crossing the barrier and a strategic goal for China’s development.

　　Development is a constantly changing process. The development environment, development conditions and development concepts will not remain unchanged. The development concept of innovation, coordination, green, openness and sharing is formed on the basis of profoundly summing up the development experience and lessons at home and abroad and analyzing the development trend at home and abroad. It is also put forward in view of the outstanding contradictions and problems in China’s development, which reflects our party’s new understanding of China’s development law. When China’s economy turns to a high-quality development stage, we must thoroughly implement the new development concept, promote the quality change, efficiency change and power change of economic development, and continuously enhance economic innovation and competitiveness.

Under the new normal of economic development, China’s economy has changed from extensive high-speed growth mainly relying on increasing the consumption of material resources to intensive growth mainly relying on technological progress, improving management and improving the quality of workers. In the process of this transformation, China has become the second largest economy in the world. Due to the huge economic volume and the weakening of the supporting power of high-speed economic development, China’s economic development will inevitably turn to quality reform and benefit from quality. Grasping innovation will seize the "bull’s nose" that affects the overall economic and social development. To establish the concept of innovation and development, we must put innovation at the core of the overall development of the country, constantly promote innovation in theory, system, science and technology, culture and other aspects, and make innovation a strategic support for building a modern economic system.

　　Coordination is the inherent requirement of turning to high-quality development. Coordination is not only a means of development but also a goal of development, and it is also a standard and scale for evaluating development. It is the unity of two-point theory and key theory of development, the unity of balance and imbalance of development, and the unity of development shortcomings and potential. To turn to high-quality development and deepen supply-side structural reform, the focus must be on the real economy, and the coordinated development of the real economy is the premise and foundation for continuously promoting the quality improvement of the supply system. Coordinated economic development should not only solve the difficult problems in the process of structural reform, but also consider consolidating and planting the original advantages; We should not engage in egalitarianism, but also pay more attention to the balanced allocation of resources; It is necessary to fill the shortcomings of the economy towards high-quality development, but also to continuously enhance the development stamina. Solve the problem of unbalanced development in coordinated development and promote the continuous improvement of the quality of the economic system.

　　Green is the proper meaning of turning to high-quality development. Meeting the people’s growing needs for a better life is the starting point and the end result of development. Green development is the proper meaning for China’s economy to turn to a high-quality development stage, a necessary condition for sustainable development and an important embodiment of people’s pursuit of a better life. Green development is to solve the problem of harmonious coexistence between man and nature. Man is born of nature, and there is a symbiotic relationship between man and nature. Human development activities must respect, conform to and protect nature. To develop for the people, we must do a good job in the top-level design of ecological civilization construction which is related to the sustainable development of the Chinese nation. High-quality development is the development of saving resources and protecting the environment. Supported by green development mode and lifestyle, it takes the high-quality road of production development, ecological prosperity and good ecology.

　　Openness is the only way to turn to high-quality development. With the continuous improvement of comprehensive national strength, China is increasingly approaching the center of the world stage. To achieve high-quality economic development, China must adhere to the construction of a new open economic system, which requires establishing the concept of open development, making full use of advanced scientific and technological achievements and beneficial management experience created by human society, conforming to the trend of China’s deep integration into the world economy, pursuing an open strategy of mutual benefit and win-win, adhering to the coordination of internal and external needs, balancing import and export, paying equal attention to "bringing in" and "going out", attracting investment and attracting technology and wisdom, developing a higher-level open economy, and actively participating in global economic governance and public goods supply.

　　Sharing is the essential requirement for turning to high-quality development. Improving people’s livelihood and well-being is the fundamental purpose of development. In practicing the concept of shared development, it has rich connotations to realize the transition of China’s economy to a high-quality development stage. First, high-quality development should be shared by all people. High-quality development is the development shared by all, and it is not shared by a few people or some people. Second, high-quality development is comprehensive sharing. High-quality economic development will inevitably bring about political, cultural, social, ecological and other aspects of development and change, and high-quality economic development will share the achievements of national economic, political, cultural, social and ecological civilization. Third, high-quality development is co-construction and sharing. High-quality economic development requires the joint efforts of all people, and joint construction can only be shared, and the process of joint construction is also a process of sharing. Fourth, high-quality development is gradual sharing. The development of everything is a gradual process, and the sharing in high-quality development will also have a process from low to high, from unbalanced to balanced. Even if the quality of China’s economic development reaches a high level, it will be different.

We must unswervingly implement the development concept of innovation, coordination, green, openness and sharing, stimulate the creativity and development vitality of the whole society, solve the development problem of insufficient imbalance, push China’s economy from high-speed growth to high-quality development, and continuously expand China’s economic strength and comprehensive national strength to meet the people’s growing needs for a better life.
