On the same day, the Sino-Russian "Cooperation-2007" joint anti-terrorism exercise kicked off in Moscow, and China and Russia visited each other’s equipment in groups. The exercise was conducted against international terrorist organizations in accordance with the purposes of the Shanghai Cooperation Organization and the relevant agreements between the internal security forces of China and Russia. The formal exercise lasted for three days and was divided into three stages: joint planning, operational deployment and joint operations.

At the opening ceremony, Wu Shuangzhan pointed out that the Sino-Russian joint anti-terrorism exercise is a normal activity under the framework of Russia’s "China Year". The theme of this joint exercise is anti-hostage fighting, with the aim of strengthening friendship, exchanging experiences, improving the joint anti-terrorism capability of the two countries and the ability of the two countries’ troops to deal with terrorist threats in the region, and it is not aimed at a third country, does not involve the interests of a third country, and does not pose a threat to a third country.
He also said that terrorist activities are becoming increasingly international, posing a threat to world stability and peace and becoming a public hazard to people all over the world. Therefore, it is necessary for China and Russia to conduct joint anti-terrorism exercises.
Nurgaliev said that both the Russian internal security forces and the China Armed Police Force shoulder the heavy responsibility of safeguarding the internal security of the country and can cooperate in a wide range of fields. Carrying out joint exercises is conducive to promoting equipment renewal and personnel training of both sides and exchanging experience in the fight against terrorism, which is beneficial to both Russia and China.

On September 2nd, soldiers from China introduced Chinese weapons and equipment to Russian soldiers in the camp of the independent combat division of the internal security forces of the Russian Ministry of Internal Affairs on the outskirts of Moscow.
On the same day, Wu Shuangzhan and Nurgaliev also jointly reviewed the participating troops, and inspected the exercise site and the residence of Chinese officers and soldiers.
This "Cooperation-2007" Sino-Russian joint anti-terrorism exercise is divided into three stages: joint operational planning, operational deployment and implementation of joint operational actions. The exercise lasts for three days. Participating in the exercise were the Snow Leopard Commando of the Armed Police Force of China and the Warriors Special Team of the Independent Combat Division of the Internal Security Force of the Russian Ministry of Internal Affairs, with a total of about 600 participants.
