Tianjin Supervision Bureau of the Ministry of Finance： Carrying out the evaluation and assessment of the secretary of the Party branch to effectively boost the entrepreneurial spirit of the secretary

　　In accordance with the requirements of the Notice of Tianjin Municipal Party Committee and Municipal Organs Working Committee on Organizing the Evaluation and Assessment of Grassroots Party Organizations of Municipal Organs in 2023, Tianjin Supervision Bureau successfully completed the evaluation and assessment of Party branch secretaries in 2023, summed up the achievements, analyzed the shortcomings, pointed out the direction, effectively boosted the entrepreneurial spirit of the officers, and ensured that the party building work of the organs in 2024 got off to a good start.　

　　First, careful planning, earnestly prepare for the work of debriefing.　

　　In January, under the deployment requirements of the bureau party group, the Party Committee of the Tianjin Supervision Bureau issued the Notice on Carrying out the Evaluation and Assessment of the Secretary of the Party Branch in 2023, and made careful arrangements for the evaluation and assessment of the secretary of the Party branch. Party branch secretary (temporary person in charge) is required to insist on stating "I" in his work report, really put himself in, and carefully write a report on his work report in the first person, which fully reflects his performance of party building duties at the grass-roots level in the organs, and reflects the work carried out in the past year, the existing shortcomings and the direction of future efforts. All party branches are required to attach great importance to the work of debriefing, and the secretary of the party branch should draft the debriefing report himself, resolutely prevent formality and go through the motions, and ensure that the work of debriefing is implemented and achieved practical results.　

　　Second, objectively summarize and deeply analyze the lack of party building.　

　　On January 23rd, Tianjin Supervision Bureau held a review meeting for the secretary of the Party branch to grasp the grass-roots party building work. The party group of the bureau listened to the 2023 annual work report of the Party Committee and the Disciplinary Committee of the organ and the report of the secretary of each party branch to grasp the grass-roots party building work. During the debriefing, the Party Committee, the Commission for Discipline Inspection and the Party branch secretaries of the organs really put themselves in, and made a real effort to find out the outstanding problems, not only to find out the specific problems in the grass-roots party building work, but also to dig deep into the problems of performing their duties and taking responsibility, so as to effectively see people, things and thoughts. On behalf of the party group, Chen Zhiyuan, secretary and director of the bureau, commented on the work of the party committees and disciplinary committees of the organs and the performance of the party branch secretaries one by one, fully affirmed the achievements made in the party building work of our bureau in 2023, pointed out the existing problems in a targeted manner, and pointed out the direction of next efforts.　

　　Third, do a good job in rectification and planning new ideas for party building work from a high position　

　　According to the problems found in the debriefing and comments, Comrade Chen Zhiyuan asked the Party Committee, the Discipline Inspection Commission and the Party branch secretaries of the organs to seriously formulate rectification measures, solidly promote the implementation of rectification measures, and take this as an opportunity to strictly implement the "three verticals and three horizontals" party building work mechanism of the Supervision Bureau, and plan new ideas for party building work in the organs in 2024 from a high position. First, we should emphasize "stressing politics", constantly consolidate and expand the effectiveness of thematic education, resolutely support "two establishments", and take the lead in practicing "two maintenances" as the primary task of party building and model organ construction; Implement the decision-making arrangements of the Party Central Committee, the State Council and the Party Group of the Ministry of Finance, and support the high-quality economic and social development of Tianjin. Second, it is necessary to stress "discipline", carry out regular study and warning education on inner-party laws and regulations, vigorously carry forward the glorious tradition and fine work style of the Party, and guide party member cadres to achieve the "Three Musts". Third, we should stress "responsibility", further strengthen the Party’s organizational life, strictly implement the system of "three meetings and one lesson", strengthen the supervision of party member’s education management, and carry forward the new style of courage to take responsibility and overcome difficulties. Fourth, it is necessary to highlight the leadership of party building, further explore and summarize the experience and practice of party building around the work of financial supervision center, and run the party building work of government agencies throughout the whole process of financial supervision work to ensure that all tasks are effective.
