On the afternoon of March 31st, at the third plenary meeting of the first meeting of the 17th People’s Congress of Xi ‘an, the meeting elected the director, deputy directors, secretary-general and members of the Standing Committee of the 17th People’s Congress of Xi ‘an, the mayor and deputy mayor of Xi ‘an Municipal People’s Government, the director of Xi ‘an Supervision Committee, the president of Xi ‘an Intermediate People’s Court and the procurator-general of Xi ‘an Municipal People’s Procuratorate.

Mayor: Li Mingyuan.

Vice Mayor: Lu Laisheng, Yang Jianqiang, Meng Hao, Qi Jiang, Zhang Yong, Li Qiquan and Xiao Qi (female, without party affiliation).

The leadership of the new Xi ‘an municipal government is "one leader and seven deputies", and there is a woman who is independent.

Four deputy mayors, He Wenquan, Xu Mingfei, Xiao Xiliang and Yao Lijun, in the leading group of the last municipal government have gone to new posts, and five are new faces, namely, Lu Laisheng, Meng Hao, Zhang Yong, Li Qiquan and Xiao Qi.

Mayor:

eric liBorn in August 1965, Wuqi, Shaanxi Province, graduate degree, doctor of engineering, professor, joined the work in March 1991 and joined the Communist Party of China (CPC) in May 1999.

In 2000, Shaanxi first publicly selected deputy department-level leading cadres and senior managers for the whole country. After layers of selection, 18 people finally stood out from 653 applicants. Li Mingyuan, then deputy director of the Department of Telecommunication Engineering of Xi ‘an University of Posts and Telecommunications, was one of them. In May 2001, he was officially appointed as the deputy director of the Information Industry Department of Shaanxi Province, and he embarked on the road of politics. Later, he served as deputy secretary-general of Shaanxi Provincial Government and director of the Provincial Science and Technology Department.

In January 2015, he was transferred to Weinan and served as deputy secretary of the municipal party Committee, acting mayor, mayor and secretary of the municipal party Committee.

Born in Jinan, Shandong Province in March 1974, he joined the Communist Party of China (CPC) in December 1996 and joined the work in July 1997, with a university degree and a master’s degree in engineering.

He worked in China Qingqi Group Co., Ltd., Jinan Qingqi Motorcycle Co., Ltd., Jinan Qingqi Motorcycle Co., Ltd. and Weapon Equipment Group Co., Ltd. successively. Yang Jianqiang

Born in July 1968, Xi ‘an, Shaanxi Province, with a master’s degree in business administration, party member, CPC.

He has served as deputy secretary and office director of Qujiang Street Party Committee in Yanta District, Xi ‘an, director of Yanta District Government Office, standing committee member and deputy head of the district committee, deputy secretary of Chang ‘an District Committee, deputy head of the district, acting district head, district head, secretary of the district committee, secretary of Weiyang District Committee, and secretary of the Party Working Committee of Xi ‘an Han Chang ‘an National Site Protection Special Zone (concurrently). In August 2021, he served as deputy mayor of Xi ‘an and served as secretary of Yanta District Committee from January to February 2022.

Meng Hao

Born in May 1976 in Suide, Shaanxi Province, he joined the Party in September 2002 and joined the work in July 2000. He has a full-time college degree and an in-service university degree. executive master of business administration is an assistant economist. He used to be the vice president and member of the Party Committee of Shaanxi Branch of Bank of Communications. Tuojiang

He has served as general manager of Xi ‘an yanliang district Materials Corporation, director of the Economic and Trade Commission, director of the Foreign Trade and Economic Cooperation Bureau, deputy head of yanliang district, member of the Standing Committee of the District Committee, member of the Standing Committee of Chang ‘an District Committee and deputy head of the district. He went to Xincheng District in September 2015 and served as deputy secretary, acting district head and district head. In August 2017, he served as secretary of Xincheng District Committee. In August 2021, he served as deputy mayor of Xi’ an.

Zhang Yong

Born in January 1970 in Xinmi, Henan, he joined the Communist Party of China (CPC) in June 1990 and joined the work in July 1991. He used to be Deputy Secretary-General of Xi ‘an Municipal Committee, Director of General Office of Municipal Committee and Executive Deputy Minister of Organization Department of Municipal Committee. In June 2020, he served as secretary of the Lianhu District Committee. According to public reports, he was already a member of the leading group of Xi ‘an Municipal Government in early March.

Li qiquan

Born in March 1968 in Xunyang, Shaanxi Province, he joined the work in July 1988 and joined the Communist Party of China (CPC) in April 1995, with a university degree from the Central Party School.

After graduating from Jinan Communications School, he worked in traffic police brigade of Ankang City (now Hanbin District) and traffic police brigade of Xunyang County Public Security Bureau for 14 years. After leaving the post of traffic police captain of Xunyang County Public Security Bureau in December 2002, he went to work in Hanbin District. In December 2009, he was transferred to Shiquan County, where he served as the Standing Committee member, executive deputy magistrate, deputy secretary, acting county magistrate and county magistrate. In April 2015, he served as secretary of Shiquan County Committee. In August 2021, he served as a member of the Standing Committee of Ankang Municipal Committee until the recent cross-city transfer.

Xiao qi

Female, born in May 1972, from Yantai, Shandong Province, joined the work in July 1995, without party affiliation, with a university degree and a master’s degree in public administration.

He used to be the deputy director of the Investment Promotion Center of the Economic Development Zone Management Committee, the deputy director of the Second Bureau of Investment Promotion (presiding), the director of the Second Bureau of Investment Promotion (director level) and the director of the Public Affairs Management Bureau (Human Resources and Social Security Bureau). In November 2011, he left the Economic Development Zone for a long time and became the deputy head of Baqiao District of Xi ‘an, and in December 2018, he became the director of Xi ‘an Supply and Marketing Cooperative Association.
